This field of expertise refers to work leading to recommendations on the relevance of maintaining or adding laboratory tests to the Répertoire québécois et système de mesure des procédures de biologie médicale. It also includes work supporting their judicious use.
Medical Biology Procedures Répertoire
CONTEXT
The Ministry of Health and Social Services (MSSS) publishes the Répertoire québécois et système de mesure des procédures de biologie médicale annually. This Répertoire includes different information concerning the management of biomedical analyses.
The introduction of a medical biology procedure in the Répertoire means it must become available to the whole population of Québec if a doctor or a person authorised to do so prescribes such a procedure.
Addition of a procedure in the Répertoire
The medical biology is a sector in constant evolution. Laboratory medicine must constantly adapt to new needs and technological changes. Consequently, frequent modifications to the Répertoire are necessary.
At the request of the MSSS in 2012, INESSS has developed an evaluation process of the medical biology analyses. The mechanism put in place is destined to support the ministerial authorities for clear decision-making relating to the addition of a new analysis in the Répertoire according to its relevance. The mechanism’s final result is the transmission of a Notice to the Minister of Health and Social Services.
In 2014, INESSS’s mandate was extended so the Institut also evaluates the relevance to register or keep in the ministerial Répertoire:
- New medical biology analyses;
- Tests taken outside Québec (analyses outside Québec);
- Analyses already registered in the Répertoire.
Companion Test Evaluation
The purpose of the synchronized evaluation process for companion diagnostic test is to ensure that the test associated with a drug will be available upon listing of the drug. Consequently, a notice to the Minister recommending the listing of a drug with a companion test will enable the authorities responsible for adapting laboratory services to take the necessary steps to ensure that the test is available when the drug is listed.
Tools to help decision-making
INESSS also produces tools to help decision-making regarding certain medical biology analyses. These tools are essentially recommendations on the use of analyses prescribed regularly in clinical practice, with their relevance being questioned in the scientific community.
