Innovation reference documents

As part of a mandate from the Innovation Directorate of the ministère de la Santé et des Services Sociaux, INESSS has developed a set of reference documents on innovation. These documents aim to promote the use of a shared vocabulary and common evaluation practices across the health and social services network. They were developed in collaboration with key stakeholders.

Innovation Lexicon
INESSS developed an Innovation Lexicon to facilitate communication among stakeholders within Quebec’s innovation ecosystem. It provides concise definitions of the different types of innovation, as well as other key terms used throughout the four phases of the innovation life cycle. 

Guide to Support Value Assessment
INESSS developed a Guide to Support Value Assessment of innovations and interventions within the health and social services network. Intended for innovators, facilitators, evaluators, and decision-makers, the guide supports the adoption of a value‑based assessment approach by outlining the value dimensions, key steps of the process, and practical examples. 

Innovation Prioritization Support Tool
INESSS developed an Innovation Prioritization Support Tool designed to strengthen decision-making by providing a structured and transparent prioritization process. The tool can be adapted to a variety of decision-making processes and applied to different types of innovation, including technologies, health and social service interventions, and care and service delivery models.

To facilitate its adoption, a User Guide and a Process Summary were also developed. These documents are intended for all individuals involved at any stage of the innovation decision-making process.

Digital Technologies in Health and Social Services
INESSS developed a document to support the application of its value‑based assessment framework to digital technologies in health and social services. Intended for evaluators, innovators, facilitators, and decision-makers, the document provides guidance on the key issues and considerations associated with assessing the value of digital technologies. The document outlines this approach by presenting the value dimensions, ethical and environmental considerations, and practical examples of use.
