Quality Indicators for Primary Care Professionals and Managers

For nearly a decade, Québec has been making a number of changes to improve care and services in the primary care sector. In response to the needs articulated by health professionals in the sector, INESSS has developed a series of quality indicators relating to the management of certain chronic diseases: cardiovascular diseases (high blood pressure and stable angina), type 1 and 2 diabetes in adults, dyslipidemia in these two populations, and respiratory illnesses (COPD and asthma).

INESSS used an approach that was both science-based and deliberative. This approach made it possible to take into account the wishes and concerns of both patients and primary care health service professionals and managers. A total of 164 indicators were developed as a result, based on the strength of their supporting evidence, their relevance according to the users and professionals consulted, and the challenges associated with measuring them in Québec’s informational context.

In its report, INESSS recognizes that Québec already has the resources and expertise needed for a quality indicator development project to succeed. Also, key players in the health and social services network are interested in incorporating the quality indicators to support their clinical practices.
To facilitate use of the indicators, the report states certain principles and steps that could guide their implementation. The indicators are also available as a database, which makes them easier to consult.
